Background information

What is the International Drugs in Sport Summit?
It’s an international meeting of government ministers responsible for sport. It will be hosted by the Australian Minister for Sport and Tourism (and Minister Assisting the Prime Minister for the 2000 Games), the Hon Jackie Kelly, MP.

When will the International Drugs in Sport Summit be held, and where?
From 14 - 17 November, 1999 at the Sheraton on the Park Hotel, Sydney, Australia.

Why is the Australian Minister holding the Summit?
The summit is a key commitment in the Government’s Tough on Drugs in Sport Strategy.
Minister Kelly is convening this international ministerial drugs in sport summit because governments have a key role to play in anti-doping in sport.

What is the Tough on Drugs in Sport Strategy?
Tough on Drugs in Sport
is a comprehensive integration of interdependent Commonwealth
ani-doping initiatives aimed at deterring the use of banned performance enhancing drugs in sport. It covers legislation, policy, research, education and regulation.
Tough on Drugs in Sport
was launched by Minister Kelly in May this year. Initiatives from the strategy will contribute to attaining a drug-free Olympics.

What is the purpose of the International Drugs in Sport Summit?
Endorsement by important sporting nations from around the world on actions that governments can collectively take to advance the fight against doping.
Agreement will be sought on a number of anti-doping initiatives. These include:

  • government anti-doping policy
  • agreed standards in doping control
  • effective national testing programs including increased out-of-competition testing programs across sports
  • commitment to high quality and ongoing research in detection methods
  • provision of education programs and information services
  • improved international cooperation and collaboration on anti-doping

Who has been invited to attend the summit?
Ministers from countries in Europe, North and South America, Africa, and the Asia/Pacific region - whose countries have strong sports cultures and recognise the need to address the drugs in sport issue.
Also, sporting organisations have been invited to attend the summit as official observers - including the International Olympic Committee (IOC), Commonwealth Games Federation, Sydney Organising Committee of the Olympic Games (SOCOG) and the Council of Europe.
