Multicultural Youth Sports Partnership Program

The Multicultural Youth Sports Partnership (MYSP) program is an initiative of the Australian Government and forms a key part of Australia’s multicultural policy. The objective of the program is to create sustainable opportunities for youth from new and emerging communities and culturally and linguistically diverse backgrounds (CALD) to participate in sport and physical activity within local communities.

For this purpose, youth is defined as those up to and including 30 years of age. Funding should complement a series of activities and sustain the operation of a partnership network between community organisations (including those receiving government funding to support migrants such as settlement service providers) and local sporting organisations.

Funding grants between $5000 and $50,000 are available to eligible organisations.  Organisations need to demonstrate capacity to develop strong partnerships to deliver sustainable sport participation programs for youth from CALD backgrounds, and to assist in integrating them into mainstream sporting activities. Please note that due to significant interest in the program the top grant amount of $50,000 will only be awarded in exceptional circumstances.

MYSP Program Budget

The Australian Government has committed $900,000 over three years to the MYSP program, which commenced in 2011-12.

2013-14 Applications are now open

Applications for the 2013-14 Multicultural Youth Sports Partnership program are now open and will close on 2 May 2013 at 11.59pm AEST.  An Information Booklet is attached at the bottom of this page to assist in the application process.

Applications for the MYSP program are submitted through an online process.

Online applications do not need to be completed and submitted in one session, with applicants able to save their work when they reach a certain point and complete it at a later date. Applicants who choose this option will be sent an email containing a specific code they will need to enter to complete their applications.

IMPORTANT: Please be aware that you MUST save your application at least every 15 minutes and not leave the application idle, this will avoid the loss of previously entered data from your application.

Supporting Documentation

Supporting documentation for an application may be submitted electronically to the ASC with an application. This could include:

  • an existing business or project plan
  • a detailed project proposal
  • evidence of collaboration with relevant project partners (for example, evidence of a community organisation partnering with a sporting organisation or vice versa)
  • funding commitment(s) from other partners
  • audited financial statements.

Eligible organisations may apply for grants ranging from $5000 to $50 000 (GST exclusive) for the 2013–14 financial year. Funding is based on the financial year (1 July 2013 to 30 June 2014). Depending on demand for the grants the total amount requested by a successful applicant may be reduced.

Eligible applications

To be eligible for a grant an organisation must fall in to one of the following categories:

  • not for profit, incorporated community organisation
  • not for profit, incorporated sporting organisation
  • local government organisation
  • educational institution.

Ineligible applicants

Those not eligible to apply for a grant include:

  •  individuals
  •  unincorporated organisations
  •  political organisations.

What can grant funds be used for?

Grants are available for projects that are consistent with the MYSP program objective to engage multicultural youth in participating in sport and physical activity, such as:
  • promotion of local sporting opportunities and inclusive club-based activities
  • facilitating linkages between school and club-based activities
  • running modified sport exposure programs and cross-cultural awareness training for sporting organisations
  • facilitating English as a second language (ESL) training for volunteers
  • sports coach and official training for community groups
  • sport awareness training for community groups
  • running community sporting carnivals and participation programs.

Funding will not be available for:

  • projects that are inconsistent with the objective of the program
  • retrospective project costs
  • duplication of existing services or funding
  • subsidy of general ongoing administrative costs of an organisation.

Under the program, projects involving indigenous youth can only be funded if they identify and aim to address inter-community issues between Indigenous, non-Indigenous and multicultural communities. Specific community issues that impact on Indigenous Australians are funded through other agencies, including the Department of Families, Housing, Community Services and Indigenous Affairs, and the Department of Regional Australia, Local Government, Arts and Sport.

Acknowledgement of applications

Applications will be acknowledged through a system-generated email. Please keep a record of this email as confirmation your application has been submitted.

The submission of an application does not guarantee that it will be successful.

Assessment

All applications are initially screened for eligibility purposes. Those found suitable are then reviewed by the Assessment  Committee that is made up of representatives from the ASC and the following:
  • Department of Immigration and Citizenship
  • Department of Regional Australia Local Government, Arts and Sport
  • Committee of Australian Sport and Recreation Officials.

Applications are assessed on the information provided, making it important that questions are answered with as much relevant detail as possible.  Applicants should not assume the ASC has detailed knowledge or information about their organisation, or that the organisation will automatically receive funding because it has in the past.

 

Key assessment criteria
Eligibility of organisation

The applicant organisation is one of the following:

  • a not for profit, incorporated community organisation
  • a not for profit, incorporated sporting organisation
  • a local government organisation
  • an educational institution.
Target group(s) and location

The project targets CALD youth up to and including 30 years of age.

The project is located in target group(s) settlement areas.

Suitability of the project

The project is consistent with the objective of the MYSP program to engage multicultural youth in participating in sport and physical activity.

Organisational capacity to deliver

The applicant organisation has:

  • the relevant skills and experience to deliver the project/ program and/or community links to a partner organisation with these skills and experience
  • strong links to engage with CALD youth at the local level by demonstrating community partnerships
  • the capacity to administer and account for grant funds, and meet reporting requirements.
Sustainability of the project

The project is sustainable beyond the period of program funding.

The project facilitates sustainable and ongoing multicultural youth participation in sport.

Project budget The proposed budget is reasonable, well justified and linked to the proposed activities.

Successful applications

It is expected that the organisations that will be awarded 2013–14 MYSP program funding will be announced in August 2013. The ASC will send an official email to successful applicants detailing the approved grant amount.

Unsuccessful applications

The ASC will send an official email to all unsuccessful applicants (expected to be in August 2013). Generic application feedback will be available on the ASC website in August/September  2013.

Funding agreement

Successful applicants must agree at application stage to enter into an annual funding agreement with the ASC for the duration of their project (2013–14 financial year). The ASC may request audited financial statements of successful organisations before entering into funding agreements and making payment of approved grants.

Two hard copies of the MYSP program funding agreement will be sent to successful applicants for execution after the grants have been officially announced.

Payments

Subject to receipt of a complying invoice in accordance with the funding agreement, the ASC will pay the approved grant amount to the recipient within 14 days of the execution of the funding agreement. Payments will be electronically transferred into the bank account nominated by the organisation in its application.

Invoicing requirements

Invoices must meet the requirements of a tax invoice as detailed in the A New Tax System (Goods and Services Tax) Act 1999 (Cth) and in a form approved by the ASC. It must set out:
  • the project title
  • the approved grant amount to be paid by the ASC together with any substantiating material required
  • the name of the ASC representative (as identified in the funding agreement)
  • such other information as the ASC requires.

Reporting Requirements

All recipients must complete the project and expend the grant before 30 June 2014 and in accordance with the details provided to the ASC by the organisation in the application.

Progress report

A grant recipient must provide a progress report by 30 April 2014. It must include:

  • the name of the recipient
  • the project title
  • the grant amount paid under the funding agreement
  • a description and analysis of the progress of the project, including:

–   information on how the project is progressing

–   details of how the project is tracking in relation to achieving outcomes.

 The progress report template will be emailed to you in March 2014.

Financial report

The recipient must provide a financial report by 30 July 2014. The report must include a completed 2013–14 grant expenditure acquittal statement (or an audited financial statement) and any further evidence reasonably requested by the ASC to confirm expenditure of the grant amount in accordance with this agreement.

Successful applicants may only spend funding on the agreed project and in accordance with the signed funding agreement. Any unspent funds or funds that are not spent in accordance with the funding agreement will need to be repaid to the ASC.

The grant expenditure acquittal statement is provided in the Funding agreement.

Final Report

The recipient must provide a financial report by 30 July 2014. The report must include a completed 2013–14 grant expenditure acquittal statement (or an audited financial statement) and any further evidence reasonably requested by the ASC to confirm expenditure of the grant amount in accordance with this agreement.

Successful applicants may only spend funding on the agreed project and in accordance with the signed funding agreement. Any unspent funds or funds that are not spent in accordance with the funding agreement will need to be repaid to the ASC.

The recipient must provide a final report by 30 July 2014. It must include:

  • name of the recipient
  • project title
  • grant amount paid under the funding agreement
  • statement of the funds received and spent
  • amount (if any) of funds remaining
  • a certificate that all funds were spent for the purpose of the project and in accordance with the funding agreement and that the recipient has complied with the funding agreement. This is to be signed by the Chief Executive Officer or Chief Financial Officer.
  • a description and analysis of the project, including:

–   evidence the project has been completed

–   details of the extent to which the project achieved the outcomes.

  • a summary statement that addresses the following:

–   ability to measure the project outcomes as expected

–   securing of the sustainability of the project beyond the period of funds

–   how the project has contributed to achieving the MYSP program objective.

Disclosure of information

The ASC reserves the right to at any time disclose information contained in or relating to information provided as a part of your application to any Australian Government department, agency, authority, minister or as required by law. This will occur at the ASC’s  discretion and without any liability to any applicant.

Applicant information may be shared with other relevant state and federal government agencies as part of the assessment  process. This is intended to prevent duplication and increase efficiency in the provision of government services.
