Membership growth - Australian Sports Commission's approach

The Targeted Sports Participation Growth Program is separate to other Australian Sports Commission (ASC) funding programs and has specific requirements in relation to the development and funding of proposals.

Each national sporting organisation (NSO) is required to develop and submit a business plan that explores in detail:

  • product
  • target market
  • distribution and delivery
  • roll-out strategy
  • management and communication
  • financial analysis
  • sponsorship
  • evaluation
  • recognition of ASC investment
  • membership growth.

The ASC also requires each NSO to hold a ‘vertical slice’ workshop involving representatives from state, regional and local associations to test the concept and delivery system and to ensure ownership of the sport’s program.

During this development phase, ASC staff work with the NSO to develop an acceptable concept, assist with the conduct of the vertical slice workshops, and review and provide feedback on draft business plans.

The ASC Board then considers each NSO proposal, and decides the appropriate level of support for the program. The level of ASC support to each sport (over a three-year period) is determined on the basis of:

  • growth in membership including regional/metropolitan breakdown
  • sustainability of the program beyond three years, that is, after ASC investment stops
  • sponsorship from the private sector
  • implementation strategies outlined in the business plan.

After ASC Board approval, the ASC and NSO enter into an agreement based on the performance measures outlined in the business plan, with performance formally monitored on a yearly basis.
