Membership growth - Rugby league

The Targeted Sports Participation Growth Program developed by the Australian Rugby League Foundation focuses on the implementation of Smaller Steps. This program aims to create a series of intermediate competition and game alternatives for children to move from introductory sessions in primary schools and early high school to club-based competition.

Smaller Steps has four strategic packages:

  • Kids to Kangaroos (for those aged 5 to 8 years)
  • Joey League (9 to 10 years)
  • Legends of League (10 to 13 years)
  • League Sevens (13 to 14 years).

All packages within the Smaller Steps program involve skill development, modified competitions and opportunities to move into pathways of rugby league.

The girls’ component of the packages is based around League Tag, a non-contact version of rugby league.

Smaller Steps will initially be implemented using Australian Rugby League Foundation development officers in cooperation with state and club personnel. These development officers are located in all states and territories, with a particular emphasis on New South Wales and Queensland . Over time, the development officers will train local club personnel to maintain the programs so they can move on to new areas.
